It's definitely his BROTHER. You can tell by what the little kid is wearing.

When I saw the scene, it looked like Cillian was having a hard time not laughing and he wasn't suppose to be laughing in the movie. Because, when his brother threw the french fry at him, he was smiling and laughing because he thought it was funny. Then, when Cillian did it, he started smiling and it looked like he was going to start laughing hysterically. At first, I thought it was sarcasm (mocking his brother). But, he immediately stopped, like he caught himself from laughing.
