Why is it that Facebook and Twitter doesn't remove all the fake accounts?

As far as I know Cillian doesn't have an own fb account.

I don't think he has an account in either of those, but I'm not sure. It would be nice if there was some kind of an official source for information about film productions. I don't know about twitter, but fb is usually pretty strict about accounts named after artists if there's no mention that it's fanmade.
For example: Ville Valo. There are two people with that name. The other one's fb account was deleted though there was no pictures, status updates or any other kind of information indicating he would be claiming to be the other, more famous Ville Valo(HIM). It didn't help that Ville from HIM said in national television that he knows the other Ville Valo is a real person and his account shouldn't have been deleted... At the same time people are allowed to use Cillian's name and pictures with no mention of the page being fan made. Life's fair
